There are numerous places where a landlord can check out prospective tenants - including credit bureaus and previous landlords - but few  where tenants can review and rate the landlords themselves.  Yelp is one of the best of these few rating sites.

New California Laws Affecting Landlords and Tenants in 2025

As we step into 2025, several new laws in California are set to impact the relationship between landlords and tenants. These laws cover a range of issues, from application fees to security deposits and eviction procedures. Here's a breakdown of the key changes:

AB 2493 – Tightens Rules for Application Fee Screening

Under this new law, landlords or their agents can only charge an application screening fee if they offer a specified application screening process at the time the fee is collected. Additionally, landlords are prohibited from charging this fee if they know or should have known that no rental unit is available at that time or will be available within a reasonable period.

AB 2347 – Alters Rules for Eviction

This law extends the time a defendant has to respond in a summary proceeding for obtaining possession of real property. The response time is now extended from 5 to 10 days, excluding specified days, after the complaint is served on the defendant.

AB 2801 – Changes in Security Deposit Rules

AB 2801 introduces several changes to how security deposits can be used:
- Claims against the tenant or the security deposit for materials, supplies, or work performed by a contractor, landlord, or landlord’s employee are limited to the amount necessary to restore the premises to its original condition, excluding ordinary wear and tear.
- Landlords cannot require tenants to pay for professional carpet cleaning or other professional cleaning services unless it is reasonably necessary to return the premises to its original condition, excluding ordinary wear and tear.
- The law prohibits landlords from using the security deposit for repairs or cleanings not identified in the required itemized statement of conditions if an initial inspection is conducted and tenant possessions do not prevent the landlord from identifying necessary repairs or cleanings.

Starting July 1, 2025, landlords must take photographs of the unit immediately before or at the inception of the tenancy. Beginning April 1, 2025, landlords must also take photographs within a reasonable time after possession of the unit is returned, but before any repairs or cleanings for which deductions will be made from the security deposit. These photographs, along with a written explanation of the cost of allowable repairs or cleanings, must be provided with the itemized statement sent to the tenant. Landlords cannot make claims against the tenant or the security deposit if they fail to comply with these requirements in bad faith.

SB 611 – Elimination of Fee to Tenant for Serving a Notice of Eviction

This law prohibits landlords or their agents from charging tenants a fee for serving, posting, or otherwise delivering any notice.

Felix Castillo has been creating niche and nonprofit websites for many years. In the past, he has developed web pages for local organizations, including the San Diego Writers Guild, The Truth Seeker Company (the oldest freethought organization in the U.S.), the LGBT Center, and Christie’s Place, a service agency for children living with HIV/AIDS.

He also designed initial web pages for lecturers associated with The Truth Seeker Company, including David Icke, Zechariah Sitchin, Dr. Turi, and Jordan Maxwell—who have all gone on to become prominent influencers on social media.

At present, Felix is a volunteer webmaster for several park fan sites including:  parquemorelos.com, parqueesperanto.org and parquelagodetexcoco.org. These three urban park websites as of 12/16/25 hold  ranking spot #1 on the Google search engine.

IT ALL STARTS WITH INTERNET ACCESS

The Internet can help  even the playing field in  the  landlord/tenant relationship . It is a great resource  for understanding  and  protecting your rights as a tenant.  And of course it's indispensable for job hunting ,  looking up medical information and  for staying in touch with family members, just to name a few of the  benefits  of the online world..

One of the advertised amenities at Peachtree Inn is  complimentary Internet access , which is making this webpage possible in the first place  (despite poor wifi coverage  on the upper floors  where the site is edited.  My wifi repeater/amplifier helps a lot).  A  handy desktop computer on the first floor for resident use - where the wifi signal is strong  -  was removed  some time ago  by management. Hopefully it will be returned soon.

A note from the webmaster

Webmaster is just a fancy title for the person who takes care of the design & technical side of things, rearranging text and photos  to facilitate navigation by web site visitors and trying to make  everything look pleasing in order to attract and retain  eyeballs (adding nerdy code behind the scenes  as necessary),  But that's the easy part. The hard part  - and by far the most important -   is creating and sourcing relevant content.  This is taken care of by tenants like you and me and by experienced affordable -housing advocates.

 

To participate in the development of this tenant empowerment  resource  you don't need special webmaster qualifications or training.  All you need is to be able to write - or to use your cellphone camera  & have something important or useful or merely interesting to share.  You don't even need a computer.   Your cellphone will do just fine,  thank you.  A custom mobile version of this web page loads up if you use your phone, so start clicking & tapping already.  But hey,  if you're into HTML coding or want to learn or just brush up on your web designing skills, welcome aboard and join the fun.  Remember,  this invitation is open to any  affordable housing tenant  in San Diego.
